PECO Energy Company is submitting Technical Specifications (TS) Change Request No. 93-25-0, in accordance with 10CFR50.90, requesting a change to the TS (i.e., Appendix A) of Operating Ucense Nos. NPF-39 and NPF-85 for Umerick Generating Station (LGS), Units 1 and 2.

This TS Change Request involves the removal of the 125/250 Vdc Class 1E Battery Load Cycle Table from TS, which is consistent with NUREG - 1433 " Standard Technical Spacifications?

Information supporting this TS Change Request is contained in Attachment 1 to this letter, and the proposed replacement pages for the LGS TS are contained in Attachment 2. This TS Change Request is being submitted under affirmation, and the associated affidavit is enclosed.

We request that, if approved, this TS Change Request for LGS, Units 1 and 2, be approved prior to January 28,1995 and become effective within 30 days of issuance.

NPF-39 and NPF-85 for Umerick Generating Station (LGS), Units 1 and 2, requests that the Technical Specifications (TS) contained in Appendix A to the Operating License be amended, as proposed herein, to remov9 the 125/250 Vdc Class 1E Battery Load Cycle Table from LGS TS, prior to the Unit 2, third refueling outage scheduled to begin in January,1995.

piscussion and Descriotion of the Prooosed Chance This TS Change Request involves the removal of the 125/250 Vdc Class 1E Battery Load Cycle Table from the LGS, Unit 1 and Unit 2. TS, and is consistent with NUREG - 1433

LGS TS Surveillance Requirement 4.8.2.1.d.1 and 4.8.2.1.d.2 will be changed by the removal of the Load Cycle Table, and incorporation of the wording consistent with NUREG-1433.

Safety Assessment This proposed change removes the repetitious 125/250 Vdc Class 1E Battery Load Cycle Table which is found in the LGS Updated Final Safety Analysis Report (UFSAR) Section 8.3. The UFSAR and the implementing Surveillance Test Procedures are controlled and maintained using the provisions of 10 CFR 50.59 and are subject to the change control process in the Administrative Controls Section of the LGS TS Section 6.0. The proposed change is consistent with the BWR Standard Technical Specifications (NUREG-1433).

Information Sucoortina a Findina of No Sianificant Hazards Consideration We have concluded that the proposed change to the Limerick Generating Station, Unit 1 and Unit 2 TS, which will remove the 125/250 Vdc Class 1E Battery Load Cycle Table from LGS TS, does not involve a Significant Hazards Consideration. In support of this determination, an evaluation of each of the three (3) standards, set forth in 10 CFR 50.92 is provided below.

The orocosed TS chanae does not involve a sianificant increase in the orobability or conseauences of an accident oreviousiv evcluated.

which is also found in the LGS Updated Final Safety Analysis Report (UFSAR). The proposed change to TS does not affect the requirement to perform surveillance testing and the manner of performing surveillance testing is adequately described in plant procedures. The UFSAR containing the Battery Load Cycle Table and station procedures are maintained using the provisions of 10 CFR 50.59 and are subject to the change control process in the Administrative Controls Section of the LGS TS Section 6.0. Since any future changes to these controlled documents will be evaluated per 10 CFR 50.59, no consequences (significant or insignificant) in the probability or consequences of an accident previously evaluated will be allowed. Therefore, this change will not involve a significant increase in the probability or consequences of an accident previously evaluated.

The orooosed TS chanae does not create the oossibility of a new or different kind of accident from any accident oreviousiv evaluated.

This proposed change removes the repetitious 125/250 Vdc Class 1E Battery Load Cycle Table which is also found in the LGS Updated Final Safety Analysis Report (UFSAR). This change will not alter the plant configuration (no new or different type of equipment will be installed) or make char,ges to methods goveming normal plant operations. This change will not impose different requirements and adequate control of information will be maintained. The manner of performing surveillance testing can be adequately described in plant procedures. The proposed change will remove the table, and will not alter assumptions made in the safety analysis and licensing basis.

Therefore, this change will not create the possibility of a new or different kind of accident from any

The orocosed TS chance does not involve a sianificant reduction in a marain of safety.

This proposed change removes the repetitious 125/250 Vdc Class 1E Battery Load Cycle Table which is also found in the LGS Updated Final Safety Analysis Report (UFSAR). The change will not reduce the margin of safety since the location of the Battery Table has no impact on any safety 1

analysis assumptions. Since all Battery Load Table changes (i.e., UFSAR Changes) and procedure changes are evaluated per the requirements of 10 CFR E0.59, no reduction (significant or i

insignificant) in the margin of safety will be allowed. Therefore, this change will not involve a significant reduction in a margin of safety.

The existing requirements for NRC review and approval of revisions, in accordance with 10 CFR 50.90, to these details and requirements proposed for deletion, do not have a specific margin of safety upon which to evaluate. However, since the proposed change is consistent with the BWR Standard Technical Specifications (NUREG-1433), revising the TS to reflect the approved level of detail and requirements ensures no reduction in the margin of safety.

Information Supportina an Environmental Assessment An Environmental Assessment is not required for the Technical Specifications change proposed by this Change Request because the requested change to the Limerick Generating Station, Units 1 and 2, TS conforms to the criteria for " actions eligible for categorical exclusion," as specified in 10CFR51.22(c)(9). The requested change will have no impact on the environment. The proposed TS change does not involve a Significant Hazards Consideration as discussed in the preceding safety assessment section. The proposed change does not involve a significant change in the types or significant increase in the amounts of any effluent that may be released offsite. In addition, the proposed TS change does not involve a significant increase in individual or cumulative occupational radiation exposure.

Conclusign The Plant Operations Review Committee and the Nuclear Review Board have reviewed this proposed change to the Limerick Generating Station, Units 1 and 2, Technical Specifications, and have concluded that it does not involve an unreviewed safety question.
