Dear Mr. DeYoung:

Thank you for your letter of January 26, 1983 and the attached information relating to the deficiencies in quality of material furnished by Ray Miller, Inc.

As you know, members of our Nuclear Operations Department have been in frequent communication with you'r staff and have made every effort to cooperate in the investigation. They have also reviewed the situation with me.

We believe that our engineering, operations, - and quality assurance programs provide reasonable assurance that" our nhclear facilities are

-designed, constructed and operated to provide the ~ highest degree of public safety.

Af ter _ information reached us on. problems associated with material' purchased from Ray Miller, Inc. for the Surry Power Station, members of our

. operations staff ' determined the extent of the _ problem. and its, ef fect on-Virginia ' Electric and Power Company".

Vepco identifiedi various components received on a total of 30 purchase orders over a two and ;one-half year period for which records are readily available.

Components remaining in stock bins. were placed ' on -hold.. Selected samples of this material. were tested ' to verify their confornance with ; ASTM.

. standards and were found to be acceptable. Additional. samples _have been-sent to.an outside testing -laboratory for verification and were : found - to ' be

' a'ccep table.

This included

a. pipe plug ~ from-Purchase ' Order :No. 21980 identified by the NRC during.its record search.

. Additionally, we pressure tested. another pipe plugh available from this order.

It was able to withstand pressure in exdess of.3000 psi;, There

  • is L reasonable. assurance that the Ray Miller, Inc. L material. received. will perform satisfactorily.
