April 1,1983 G01-83-0128 Director of Nuclear Reactor Regulation Atteation: Elinor G. Adensam, Chief Licensing Branch No. 4 Division of Licensing U.S. Nuclear Regulatory Corrinission Washington, D.C. 20555

Subject:

NUCLEAR PROJECT NO. 1 i'0CKET N0. 50-460 REQUEST FOR CODE CASE N-19 AND N-19-2 APPROVAL In accordance with Article NCA (NA) 1140 of the ASME Section III Code, the Supply System requests approval to apply Code Cases N-19 and N-19-2 as described below.

General Description The code cases are to be applied to the WNP-1 diesel exhaust system.

The diesel exhaust system has two 26" lines that flow to an exhaust silencer with a single 42" outlet which runs to the top of the General Services Building.

There is an expansion. joint on each of the three connections to the exhaust gilencer.

The design temperature of the diesel exhaugt system is 900 F as the diesel experiences temperatures of 850 - 870 during normal operation.

Code Case N-19 The expansion joints were designed and fabricated to ASME Section III, Class 3 requirements.

Since the ASME Code,Section III does not-contain criteria for constructing components when metal temperatures exceed those for which allowable stress values are given by Section III, it becomes necessary to apply Code Case N-19.

This is the Code Case revision that was in effect at the time of design and manufacture of the expansion joints.

This Code Case allows ASME Section VIII, Division I stress tables to be used in the selection and design of an ASME Section III, Division I, Class 2 or 3 compo.ent.

Ms. E.G. Adensam Page 2 Code Case N-19-2 This Code Case is required for the design and material selection for the piping including flanges, stud bolts, and nuts. Justification for use of this Code Case ~is the same as that for N-19 but based on the mandatory Code date for the design and constructicn of the piping systems (1977 Edition through Summer 1977 Addenda), Code Case N-19-2 is therefore considered applicable.

It should be noted that Regulatory Guide 1.26, Revision 3 allows for the diesel engine and its auxiliary support systems to be designed and fabricated to non-Section III requirements. -

Thus the WNP-1 diesel exhaust system is in excess of NRC requirements.

The Supply System would appreciate receiving your approval to use Code Case N-19 and N-19-2, as' described, by May 6, 1983.
