Peach Bottom Atomic Power Station, Units 2 and 3 Limerick Generating Station, Units 1 and 2 Fitness-for-Duty Program Performance Data for the Period January 1994 through June 1994 Gentlemen:
As required by 10CFR26.71(d), this letter submits the performance data for our Fitness-for-Duty program for the period January 1994 through June 1994. The data for our Peach Bottom Atomic Power Station (PBAPS), Units 2 and 3, and Limerick Generating Station (LGS), Units 1 and 2, sites are provided in Attachments 1 and 2.
Data for our Corporate Office and Nuclear Group Headquarters specimen collection sites (i.e., 2301 Market Street, Philadelphia, PA, and 955-65 Chesterbrook Boulevard, Wayne, PA, respectively) are provided in Attachment 3.
The data are reported on the January 1992 revision of the Fitness-for-Duty (FFD) Performance Data form provided by the Nuclear Management and Resources Council (NUMARC), and include the following.
Drugs tested for and cut-off levels.
Workforce population tested.

Summary of Data Analysis and Management Actions Peach Bottom Atomic Power Station January - June,1994 I.
Initiatives Taken The following summarizes the results of sweeps conducted by PECO Energy Company's drug sniffing canine teams at Peach Bottom Atomic Power Station (PBAPS) during the period.
A.
February 4,1994 - General team sweep of Peach Bottom Atomic Power Station (PBAPS) Training Center. Results: Ten activations. Contractor admitted off-site marijuana use. Contractor's plant access denied.
B.
February 8,1994 - For cause team sweep of a contractor's private vehicle. Results:
Two activations. No drugs found or forensic samples taken.
C.
March 30,1994 - General team sweep of first and third floors, Administration Building. Results: Eight activations. No drugs found or forensic samples taken.
D.
April 15,1994 - For cause team sweep of a contractor's private vehicle. Results: Four activations. No drugs found or forensic samples taken.
E.
April 29,1994 - General team sweep of Maintenance Trailers and a PECO Energy Company vehicle. Results: Two activations. No drugs found or forensic samples taken.
F.
June 2,1994 - General team sweep of vehicles entering the Protected Area. Results:
Two activations on contractor private vehicle. No drugs found or forensic samples taken.
G.
June 28,1994 - For cause team sweep of a contractor's private vehicle. Results: No activations. Access restricted pending receipt of documentation of a previous drug-related arrest.
II.
Manacement Actions There were no positive tests reported for PECO Energy employees during the period.
During the period, five contractor employee's (i.e., four pre-access and one random) tested positive at PBAPS. Unescorted access has been denied for those contractor employees in accordance with PECO Energy's Fitness-For-Duty (FFD) Specification for Contractors.

Events Reported Under 10 CFR 26.73 During the period, there were no significant FFD events reported by PBAPS.
IV.
Nuclear Ouality Assurance Audit During the period, a performance based audit of the FFD program was completed to assess the program's implementation. The assessment determined that PECO Energy is effectively implementing the FFD program in compliance with 10 CFR part 26. Noted as significant strengths were:
A highly competent FFD Staff A well-run and responsive Laboratory (DrugScan, Inc.)
Self-assessment activities.
Weaknesses identified were:
Documentation deficiencies regarding the medical decision to restore unescorted access to individuals previously denied.
Laboratory process for validating the screening controls Corrective actions have been initiated to resolve the deficiencies.
V.
Random Testine Rate PECO Energy reduced the random testing rate to 50% effective 02/01/94. While PECO Energy maintains separate testing " pools" for employees and contractors, the " average number with unescorted access" includes personnel badged at PBAPS and LGS.

January 31,1994 - General team sweep of the Personnel Processing Center. Results:
No activations. No drugs found or forensic samples taken.
B.
March 17,1994 - General team sweep of the 1st Floor, Site Management Building.
Results: No activations. No drugs found or forensic samples taken.
C.
April 20,1994 - General team sweep of the 4th Floor, Site Support Services Building. Results: No activations. No drugs found or forensic samples taken.
D.
May 23,1994 - General team sweep of the Bechtel Timekeeping OfHee. Results: One response. No drugs found or forensic samples taken.
E.
June 17,1994 - General team sweep of the Facilities Building and Warehouse Area.
Results: No responses. No drugs found or forensic samples taken.
II.
Manacement Actions During the Period, one PECO Energy employee tested positive on a random test at LGS. The employee was provided treatment / rehabilitation through the PECO Energy Employee Assistance Program. The employee has been denied unescorted access.
During the period, seven contractors (i.e., nye pre-access, one random, and one follow-up) tested positive. Unescorted access was denied the contractors in accordance with the PECO Energy FFD Specification for Contractors.
III.
Events Reported Under 10 CFR 26.73 On June 23,1994, a licensed Control Room Operator had a Medical Review Of6cer (MRO) veriGed positive random drug test for marijuana.
The operator's security clearance was immediately revoked. The employee was evaluated by the PECO Energy Employee Assistance Program (EAP) and admitted to an Intensive Outpatient treatment program. A review of the individual's recent work activities was conducted and no safety concerns were identified.
i Upon successful completion of the treatment program, the individual passed a return to work drug test. The individual has been returned to modified duty which does not require unescorted access. The individual is participating in an after care program and is subject to follow-up testing.
IV.
