DOCKET 50-255 - LICENSE DPR !

PALISADES PLANT - RESPONSE TO IE INSPECTION REPORT 83-01 IE Inspection Report No. 50-255/83-01 dated February 22, 1983 reported the results of a routine safety inspection conducted January 4-7, 1983. Addressed in the report was one item of noncompliance dated February 17, 1983 to which a response is required. The item of noncompliance and response thereto are given below:

Appendix B, 10CFR50, Criterion VI, requires that measures be established to control the issuance of documents such as instructions, procedures and drawings, including changes thereto, which prescribe all activities affecting quality. Consumers Power Company CPC-2A, " Quality Assurance Program Description for Operating Nuclear Power Plants", Section'6.2.2, Rev 1, requires that controls be established for approval, issue and change of documents, including the Plant Technical Specifications.

Contrary to the above, Controlled Copy No. 28 of the Plant Technical Specifications, which is located in the Plant training center, was determined not to be in accurate revision status, in that, three parts of Section 6 of the manual were missing.

Response

Corrective Action Taken and Results Achieved A review of Control Copy #28, Plant Technical Specifications was conducted subsequent to identification by the inspector. Correct revisions are now in place.

Palisades Plant RESPONSE TO IEIR 83-01 March 18, 1983 Corrective Action to be Taken to Avoid Further Noncompliance Training Department individuals responsible for updating controlled Plant documents have been instructed in the significance of maintaining proper document revisions. Documents received by the Plant training center will be reviewed for completeness prior to insertion into the controlled manuals.
