APPLICANTS' RESPONSE TO PETITION OF THE COMMONWEALTH OF PENNSYLVANIA FOR LEAVE TO PARTICIPATE 115 AN INTERESTED STATE On July 1, 1983, the Commonwealth of Pennsylvania filed a

" Petition For Leave to Participate As An Interested State" pur-suant to 10 C.F.R. S2.715(c).

The NRC's Rules of Practice, at 10 C.F.R. S2.715(c), afford the representatives of an interested State, county, municipality, and/or agencies thereof, a reasonable opportunity to participate in NRC hearings, to introduce evidence, interrogate witnesses and advise the NRC without requiring the representatives to take a position with respect to the issues.
