SUBJECT:

NRC INSPECTION REPORT 50-298/94-11 This refers to the routine inspection conducted by Mr. A. McQueen and Mr. J. Pellet of this office on April 4 through 8, 1994.

The inspection included a review of activities authorized for your Cooper Nuclear Station.

At the conclusion of the inspection, the findings were discussed with those members of your staff identified in the enclosed report.

Areas examined during the inspection are identified in the report and include a review of the operational status of the Emergency Preparedness Program.

Within these areas, the inspection consisted of selective examination of procedures and representative records, interviews with personnel, and observations by the inspectors.

The results of this inspection are documented in the enclosed inspection report.

I Two weaknesses were identified during the walkthroughs with operating crews.

These weaknesses are discussed in Section 4.1.2 of the enclosed inspection report.

The weaknesses related to timeliness in classification of an emergency event and call-in of emergency response organization personnel to staff emergency response facilities.

Weaknesses according to 10 CFR Part 50, Appendix E.IV.F.5, are inspection findings that need to be corrected by the licensee.

You are requested to provide this office with a description of your corrective measures and your schedule for completing these actions within 30 days after receipt of this letter.

In accordance with 10 CFR 2.790 of the NRC's " Rules of Practice," a copy of this letter and its enclosures will be placed in the NRC Public Document Room.
