Dear Sir:

As previously discussed with security Specialists of the Region I office this letter is to confirm that the Vermont Yankee Protected Area (PA) barrier project will affect site security operations and configuration as described herein.

These activities will commence on or after August 29, 1994 and conclude during late October or early November 1994.

At the conclusion and on finsi acceptance of the proje:t all permanent changes resulting from the construction will be submitted in a reviFlon to our Security Plan, in accordance with the provisions of 10CFR50.54 (p).

The construction phase of the project will require a temporary re-definition of the protected area boundary as well as allowing work activity in the isolation zones.

Appropriate security compensatory measures will be established prior to removal of the existing barrier and intrusion detection system. The construction area will be limited to smaller individual sections that will be moved as the old barrier is removed and the new barrier is installed. A temporary PA boundary will be established which will allow construction to occur outside the re-defined PA.

The PA boundary will be largely maintained intact either by the existing barrier or the new barrier.

This approach will provide a high assurance against undetected or unauthorized access to the PA.

A Safeguards Information enclosure provides a diagram of the Vermont Yankee PA boundary.

This diagram describes a typical project work zone, delineating the temporary re-definition of the PA boundary line and the compensatory measures that will be in place during the time each area is under construction.
