The following information is submitted in response to Inspection Report 83-13 concerning the inspection conducted by Mr.

V.

Crlenjak and Mr.

P. Holmes-Ray of the PRC office on March 26 - April 23,1983.

One apparent violation was identified.

Violation Technical Specification 4.12.A.2.a.

requires that DOP, halogenated hydrocarbon, and carbon sample analysis shall be performed at least once per operating cycle, not to exceed 18 months, or after every 720 hours0.00833 days <br />0.2 hours <br />0.00119 weeks <br />2.7396e-4 months <br /> of system operation or following painting, fire or chemical release in any ventilation zone communicating with the system.

Contrary to the above, no samples were taken following extensive control room modifications which included painting and gluing.

Routine samples (18 month) were taken in March 1981 and again in February 1983.

The February 1983 samples showed a degraded system in train "A" of control room ventilation.

This is a Severity Level IV Violation (Supplement I).

Response

Adnission or denial of alleged violation: The violation occurred.

Reason for violation:

Control room filter trains were not tested because personnel responsible for performing the surveillance test were not notified when painting, fire, or chemical releases had occurred in the ventilation zone communicating with the control room filter train system.

The carbon filter of control room filter train "A" was replaced with new activated carbon and satisfactorily tested on March 25, 1983.

An evaluation is in progress to determine the need for, and scope of, criteria for carbon filter testing following painting, fire, or chemical releases in any ventilation zone comunicating with a carbon filter train system.

Future corrective steps which will be taken to avoid further violations:

Final corrective actions will be based on the results of the evaluation discussed above.

Results of the evaluation and a schedule for future corrective actions will be determined by July 14, 1983.

Date when full compliance will be achieved:

Full compliance was achieved on March 25, 1983, when the "A" filter train was replenished with new activated carbon and successfully completed the surveillance test.
