Dear Mr. Denton:

Enclosed herewith are fifteen (15) copies of the final Probabilis-tic Risk Assessment (PRA) report, prepared for the Shoreham Nuclear Power Station by Science Applications, Inc. (SAI).

In the course of the litigation of Suffolk County Contention 7B, regarding systems classification and systems interaction, the NRC staff expressed an interest in reviewing the shoreham PRA.

As documented in the pre-filed NRC testimony (SC 7B, page 33), the staff did not require a Shoreham PRA as part of the regulatory review process for the issuance of an operating license.

The PRA effort was initiated in 1981 on a voluntary basis by LILCO in order to:

Assess the risk to the general public associated with the operation of the Shoreham Nuclear Power Station by the evaluation of hypothetical, low probability, but potentially high consequential accident sequences which are far beyond nuclear power plant design basis requirements.

Perform an independent verification of the design process to ensure that Shoreham has no atypical or disproportionate features in its design which dominate risk.

Develop a basis for the assessment of the relia-g bility and risk of Shoreham over the life of the i

plant.
