IE Bulletin No. 83-03

Dear Mr. Collins:

The following is a summary of the actions taken by Public Service Company of Colorado (PSC) in response to IE Bulletin No. 83-03 regarding' check valve failures in raw water cooling systems of diesel generators.

(1) In response to " Required Action No.

1", Public Service Company has included in the annual preventative maintenance program at Fort St. Vrain an inspection of the check valves in both the service water and emergency fire water supplies to the cooling systems of both emergency diesel generators.

Please note that there are no check valves in the discharge of these systems meeting the criteria stated in the bulletin.

(2)

In reponse to " Required Action No.

2",

an integrity verification procedure was prepared for disassembling the check valves and inspecting the valve internals.

This procedure has been incorporatd into the annual preventive maintenance program referred to in (1) above.

(3) Public Service Company has already performed the initial valve integrity verification procedures in response to

" Required Action No. 3".

See (5) below for the results of this test.

(a) The valves included in the annual preventative maintenance program referred to in (1) above are listed below.

V-45814 Fire Water Supply To Engine IB V-42813 Service Water Supply To Engine IC V-45811 Fire Water Supply To Engine IC V-42814 Service Water Supply To Engine ID V-45812 Fire Water Supply To Engine ID (b) The valve integrity verification procedure referred to in (2) above involves the disassembly of each valve listed in (4)(a) above and the inspection of each for wear, damage, freedom of movement, corrosion and scaling, correct installation, and component retention.

Any deficiencies observed during inspection are repaired and reported. to. plant management prior to returning the systems to an operable status.

(c) There were no known failures of the valves listed in.

(4)(a) above prior to the performance of the initial valve integrity verification summarized in (5) below.

In response to " Required Action No.

5", Public Service Company submits the following:

(a) On May 12, 1983 and May 16,

1983, initial valve integrity verifications were performed as described in (4)(b) above.

I Mr. John Collins P-83201 (b) An accumulation of rust and corrosion around the hanger and hanger pin inhibited free movement of the hanger and disc assembly in the check valves found defective.
