DOCKETS 50-266 AND 50-301 RADIOLOGICAL EFFLUENT TECHNICAL SPECIFICATIONS (RETS)

POINT BEACH NUCLEAR PLANT, UNITS 1 AND 2 In a letter dated April 25, 1983 and received on May 9, 1983 the NRC forwarded a copy of Draft 7 of Revision 3 to NUREG-0472,

" Standard Radiological Effluent Technical Specifications for Pressurized Water Reactors".

Also enclosed with that letter was a summary of discussions held between Wisconsin Electric and the NRC on June 2 and 3, 1982 to resolve questions concerning our RETS submittal of January 28, 1980.

We were requested to develop a final RETS submittal using as guidance the meeting summary and the draft Revision 3 of NUREG-0472 and submit it within 60 days of receipt or propose an alternative schedule for our response.

For the reasons stated below we are not able to complete this task within 60 days and are proposing to make the requested submittal on or before September 30. 1983.

Many of the personnel whose knowledge and experience are necessary to review this material and prepare our response have been involved with the Point Beach Unit 2 refueling and steam generator sleeving outage.

Other work, including TMI-related modifications and startup of the new Point Beach radiation monitoring system (RMS), have also placed heavy demands on our personnel.

In addition to addressing the latest NUREG-0472 draf t and the meeting summary, a revised RETS submittal also has become necessary in order to update our previously proposed Technical Specifications to reflect the new RMS instrumentation.

Accordingly, we believe that our proposed schedule for responding to your April 25 letter is appropriate for the magnitude of the task and consistent with our other obligations.
