Dear Mr. Haynes:

INSPECTION REPORT NO. 50-272/82-28 SALEM GENERATING STATION UNIT NO. 1 SEPTEMBER 3, 1982 We are providing the following additional information regarding Inspection No. 50-272/82-28 in specific response to the requests from Messrs. Ronald Bellamy and John White of your office to Messrs. Norris Allman, Wayne Britz and James Clancy of Public Service Electric and Gas Company during a telephone conversation on February 28, 1983.

1) Procedure PD-3.8.016, Revision 5, Gaseous Radwaste Release Calculations, includes the incorporation of 1R16 readings into the release calculation. This procedure revision was reviewed and approved during the January 15, 1983 Station Operations Review Committee (SORC) meeting (No. 83-02) and is now being used.
2) The chemistry procedures currently under review for l revision are PD-3.8.016, 3.3.020, and 3.8.023. The operations i procedures under review for revision are Emergency Instructions

! (EI) 4.16 for Units I and II.

3) The Quality Assurance - Nuclear Operations Department has been asked to provide comprehensive surveillance for the cor-

! rective action on this matter. The applicable sections of l Quality Assurance Instruction OAI 10-3 " Surveillance Program" will be used to verify that all items addressed in the Inspection Response 82-28 have been or are being implemented. The surveil-lance activity will commence no later than May 1, 1983.

4) The procedural changes will be disseminated to the af-fected chemistry and operations staff within 30 days of SORC l

approval. The on-shift personnel using the procedures will be i informed of the procedure revisions within 30 days of SORC j approval.

5) A definition of abnormal releases will be incorporated into PD-3.8.016.
6) Release rate calculation guidance was added to procedure EI 4.16 on February 10, 1983 for Unit I.

'7 ) All previously submitted Radiological Effluent Release Reports will be appropriately revised to reflect our best estimates of noble gas effluents based on our recent review.

These revisions will be submitted no later than July 1, 1983.
