20555 This is in response to your letter dated February 17, 1983, (Log No. 1218) containing License Amendment No. 52 to facility operating license No. NPF-3 for Davis-Besse Nuclear Power Station. You concluded that the voltage analysis submitted by Toledo Edison Co. was acceptable and all actions requested were completed with the except ion of testing.
Your Safety Evaluation item 2.lb states: Recording the existing grid and Class 1E bus voltages and bus loading down to the 120/240 volt level at steady state conditions and during starting of both a large Class 1E and non-Class 1E motors (not concurrently). We intend to start a 9000 HP, 13.8 KV reactor coolant pump motor to determine the effect of the largest non-Claso 1E motor starting on plant voltages. However, instead of recording voltages while starting the largest Class 1E 4.16 KV motor (600 HF on Bus C1), we intend to record voltages while starting the largest non-Class 1E 4.16 KV motor (1500 HP condensate pump on Bus C2).
Buses C1 and C2 are tied together electrically, so this test will provide more conservative results.
We have determined that the unit must be in hot standby (mode 3) to conduct these tests. Toledo Edison therefore is planning to conduct it during our 1983 refueling outage. Attachments I and II provide a brief test outline that we plan to follow.
Confirming our telecon of March 15, 1983 with your staff, we will only load 120V motor control center (MCC) YE1 since the loads on other MCCs are mostly motor operated valves and dampers which cannot be operated continu-ously.
We also discussed the undervoltage pushbuttons which are required to have indicating lights when used for the bypass function. Since these lights have not yet been installed, electrical jumpers have been connected across the button's contacts to render them inoperable. The jumpers will be removed during the proposed testing and reinstalled after the testing is completed.

ATTACHMENT I TEST OUTLINE (See sketch in Attachment II for reference).
1.
The test configuration of the plant will be as follows:
Plant auxiliary loads supplied from the two off-site circuits and through the two start-up transformers (01, 02) and two bus-tie transformers (AC, BD).
2.
Each of the distribution buses A and C2, (non-essential) and C1 and E1 (Essential) will be loaded to at least 30% of its connected load.
All loads on the 120V essential motor control center (MCC ) YE1 may be energized.
3.
Voltage-will be recorded on the following buses:
1.
345KV Bus-J 2.
13.8KV Bus-A 3.
4.16KV Bus-C1 4.
480V Bus-El 5.
120V MCC YE1 4.
Using pushbutton to defeat undervoltage function on the essential bus C1 one Reactor Coolant Pump (largest non-1E load) will be started on 13.8KV Bus-A and Voltage recorded on the five buses until this motor assumes the steady state condition.

Leaving this reactor coolant pump motor running on 13.8KV Bus-A along
- with other loads, a condensate pump will be started on 4.16KV Bus-C2 and voltage recorded on all five buses.
6.
The test results will be compared with calculated values to verify the assumptions.
