50-260 50-296 This letter is to bring to your attention a problem of a continuing nature on the dockets of the Browns Ferry Nuclear Plant regarding the extreme length of time required for approval and resulting backlog of pending requests for

_ technical specification changes. We are enclosing a list of pending technical specification changes along with the subject and submittal date of each. You g

i will also note that the majority of these were submitted before the "Sholly" l

rule became effective. We are aware that this backlog is also a concern to you and your staff. However, the backlog is becoming more and more of a significant problem and burden for TVA.

'The problems this situation causes range from tracking and keeping open all l

the requests, to the impact of not obtaining approval to implement major changes and programs (i.e., insevice inspection, pump and valve program, and single loop operation). A number of our requests for technical specification

. changes are strictly' administrative in nature and should require minimal staff review time'for approval. While each requested change has little impact 1 individually,.it is the cumulative effect of all the pending requests that creates substantial problems. An example of this problem is evidenced in a

Miller (NRC) to H. G. Parris regarding license amendment fees. In-this letter, our fees for Browns Ferry technical specification TS 177 (unit 1,_ cycle 5 MCPR values) were refunded at our request. BFNP TS 177 was submitted on September 21, 1982 and withdrawn on

March-30,'1983, and our fees were refunded on the basis that no NRC staff review had commenced on.this change in over six months.

We are. aware that the NRC staff has some problems and technical concerns with

.a number of-the pending requests and that near term approval is not likely.

However, we would appreciate being informed of the staff's position (status of

-review, etc.) on all the requested changes listed in the enclosure. After i

receiving such cort-espondence, we would reevaluate the requested changes and either. withdraw the request or submit additional information. In either case the. backlog would be significantly reduced.

i' Mr. Harold R. Denton June 27, 1983 To help minimize the number of different requests on the docket, we have adopted a system of supplements to an existing request. As an example, our request TVA BFNP TS 176, d4termined by us to be administrative, was submitted September 14, 1982. Appropriate fees were forwarded with that original submittal. We started submitting subsequent administrative changes as supplements to TS 176. The latest supplement, No. 8, was e.ubmitted June 24, 1983 With these supplements no additional fees are being forwarded.

We know that your staff's manpower resources are taken up with a number of urgent and pressing issues directly related to nuclear safety. We certainly understand your position regarding the need to prioritize these issues and to assign your staff's manpower to those with the highest priority. However, as previously stated, the above problem is a very significant burden and your assistance in this area will be greatly appreciated.
