Response of Suffolk County to Petition of the Citizens for an Orderly Energy Policy, Inc., to Intervene in Emergency Planning Hearing Suffolk County submits this response to the Petition of the Citizens for an Orderly Energy Policy, Inc., to Intervene in the Emergency Planning Hearing, dated June 14, 1983. Although there is substantial doubt as to whether the Citizens for an Orderly Energy Policy, Inc. (" Citizens") meets the strict requirements of the NRC's Rules of Practice governing intervention at this late stage of this proceeding, particularly since it appears that its interests would be adequately protected by LILCO, and since no valid reasons are provided for the lateness of the intervention, Suffolk County nonetheless believes that all residents of Suffolk County, including Citizens, should be given an opportunity to express their views concerning Shoreham to the Board.
