' I am writing to file a request for a hearing with respect to issuance of the anendmnt to Facility Operating License No. DPE-50, issued to Metrcpolitan Edison Company, Jersey Central Poser and Light Ccrpany, Pennsylvania Electric Ccnpany,-'r.nd GPU Nuclear Corporation for the operation of the Three Mile Island Nucleary+ Station,

Unit 1, located in Dauphin County, Pennsylvania,

It -is my understanding.that, as published in the Federal Recis+wr (Vol.

48, No.105, May 31,1983, p. 24131), the a:rendment recuested would revise the Technical Specifications to reccgnize steam generator tube repair techniques, other than plugging, provided such techniques are apprcried by the Cannissicn.

Provisions in the NRC Authorization Act for FY '82-S3 resulted in a new procedure for. issuing anendnents to operating licenses for cer+W nuclear pcNer jTnesewerepublishedintheFederalPi reactors and testing facilities involving "no significa ecister on April 6, 1983, as ycu kncw, and i

As the Congmsional Pepresentative for the 19th District of Pennsylvania

! is my opinion after four years of frustrations connected with IMI that this i

What is at stake in this situation is that the public - my constituents - I perceive there to be a "significant hazards considerations" with regard to the E steam generators. Without a public hearing and anple ccesultation with the 1 Ccmronwealth of Pennsylvania in the acccnpanying safety evaluation, the decision  :

by the NRC to issue this anendrent will always be questioned by those whose lives F are inpacted daily by incidents at TC.
