C. J. Paperiello letter to Cordell Reed dated May 20, 1983.
Dear Mr. Keppler:
This letter is in response to the inspection conducted by Mr. D.
E. Miller on April 25-28, 1983, of activities at LaSalle County Station Unit 1.
Reference (a) indicated that certain activities appeared to be in noncompliance with NRC requirements.
The Commonwealth Edison Company response to the Notice of Violation is provided in the enclosure.
To the best of my knowledge and belief the statements contained herein and in the attachment are true and correct.
In some respects these statements are not based upon my personal knowledge but upon information furnished by other Commonwealth Edison employees.
Such information has been reviewed in accordance with Company practice and I believe it to be reliable.

ATTACHMENT A Response to Inspection Report 50-373/83-18 Item'of Noncomplience LaSalle County Station Technical Specfication, Section 6.2.B, states in part that all radiation control procedures shall be maintained, made available to all station personnel, and adhered to.
Procedure LRP 1000-1, Radiation Protection Standards, requires that the Radiation Work Permit be completed as required by the " Instructions for Completing the RWP" found on the back of the form.
Contrary to the above, about 80 percent of the Radiation Work Permits written between March 22 and April 20, 1983, were not completed in accordance with the " Instruction for Completing the RWP."
Response
Corrective Action Taken and Results Achieved All terminated Radiation Work Permits (RWP) will be reviewed for completeness.
Any information lacking on the old RWP's that is available at this time, will be documented.
Corrective Action Taken to Avoid Further Noncompliance 2
A letter has been written to the department heads for dissemination to all applicable personnel.
viis letter requests the involved personnel to review the propel procedure for the completion of the RWP form.
In addition, Rad Protection Foremen have been instructed to review each RWP for completeness prior to allowing the RWP to be signed by the Shift Engineer to become Active (approved).
Health Physics Supervision also reviews active and terminated RWP's on a daily basis.
Date When Full Compliance Full compliance has been achieved for current RWP's.
Previous RWP's will be reviewed for completeness by July 15, 1983.
