Inspection reports 50-321/83-08 and 50-366/83-08 identified an apparent violation of NRC requiIments.
Georgia Power Company has reviewed the related circumstances and submits the following in response to the Notice of Violation:
VIOLATION:
Criterion V, as implemented by FSAR Section 1/.2.5, requires the licensee to accomplish activities affecting quality in accordance with prescribed procedures.
Contrary to the above, the licensee did not revise procedure HP-2-3801, Rev.
17, in accordance with the requirements of the prescribed procedure, procedure HP-9.
Procedure HP-9,
" Procedure Writing, Use and Control," required that all revisions to a procedure be entered on a
" Procedure Revision Request Form" indicating the reason for the proposed change.
However, Standby Diesel Service Water pump vibration acceptance criteria were changed in procedure H P-2-3801, Rev. 17, without entering the reason on a Procedure Revision Request Form.
This is a Severity Level IV Violation (Supplement 1).
RESPONSE
Admission or denial of alleged violation: The violation occurred.
Reason for the violation:
The violation occurred because of an oversight which resulted in a failure to follow the requirements of HP-9, " Procedure Writing, Use and Control."

Corrective steps which have been taken and results achieved:
Writing and revising of procedures in accordance with procedure HP-9
. requirements has been emphasized to appropriate plant personnel.
A result of this action is an increased awareness of HP-9 requirements and a recognition of the importance of compliance with the procedure.
Revision 17 to HP-2-3801 was reviewed for compliance with other applicable requirements of HW-9.
Although the Procedure Revision Request Form was not completed in strict compliance with HP-9, the Plant Review Board (PRB) meeting minutes of December 30, 1981 show that a letter justifying the procedure change was reviewed prior to approval of the revision.
We have confirmed that the change was justified and appropriate.
Corrective steps which will be taken to avoid further violations:
Procedure HP-9 will be reviewed and revised as appropriate to clarify requirements for revising procedures. This will be completed by June 24 when revisions to HP-9, if any are required, are expected to be submitted to the PRB.
Rev. 17 to HW-2-3801 will be rereviewed by the PRB with a corrected copy of the Procedure Revision Request form, to properly document the change made to the procedure.
This will be completed by June 8, 1983.
Adherence to HW-9 requirements will be emphasized, on an ongoing basis, to all personnel involved in procedure writing or revision.
Date when full compliance will be achieved:
Compliance with HP-9 was achieved on May 13, 1983 when the requirements were emphasized to plant personnel involved with procedure writing or revision.
Full compliance will 'be achieved by June 8,
1983 when Rev 17 to HW-3801 will be rereviewed by the PRB with a ccrrected cover sheet.
