Dear Mr. Allen:
NRC INSPECTION REPORT 50-354/83-05 NO. 1 UNIT HOPE CREEK GENERATING STATION Your letter dated May 2, 1983, transmitted the above referenced Inspection Report which contained a Notice of Violation citing one item of noncompliance.
The following response is provided in accordance with the Notice of Violation.
s As of April 15, 1983, inspections of HVAC ductwork supports by Bechtel Quality Control failed to identify discrepancies between design documents and as-built conditions.
Corrective ~ Steps Taken and Results Achieved subsequent to the finding, a ten hour block of instruction was l
presented to QC and Engineering personnel on HVAC installation.and acceptance criteria.
Additionally, QC training sessions were held on:
- PQCI/SM-1.03-2, " Inspection of HVAC Ductwork Installation,"
(specifically, inspection criteria).
- AWS D-l.1 and D-1.3.
- Responsibilities of the Bechtel QC Engineer.
A PSE&G Quality Assurance Engineer also attended the block of instruction provided by Bechtel Engineering.
Approximately 450 HVAC supports, inspected prior to the training described above, will be re-inspected to assure conformance to the applicable

June 1, 1983 Corrective Steps Taken to Preclude Recurrence A causative f actor for this item of noncompliance was determined to be the number of alternative connection details available to construction and the number of field changes applicable to the design documents.
For all new work, Field Engineering will provide a Hanger Instal-lation Card for each support.
The card will identify the inspection criteria documents applicable to that support.
To reduce the possibility of confusion, Drawing C-0388-0 will be revised incorporating all extant field changes.
Similarly, SWP/P-M-104, "HVAC Ductwork/ Supports Installation" will be revised to detail the changes in the utilization of Hanger Installation Cards.
Date of Full Compliance l
Training sessions for Quality control personnel were completed on May 5, 1983.
The issuance of Hanger Installation Cards for each support commenced by May 24, 1983.
Drawing C-0388-0 will be revised by June 10, 1983.
SWP/P-M-104 will be revised by June 24, 1983.
Acceptance criteria for each support to be re-inspected will be provided by September 1, 1983.
Re-inspection of supports will be accomplished by October 15, 1983.
