THE TOLEDO EDISON. COMPANY AND THE CLEVELAND ELECTRIC ILLUMINATING COMPANY DOCKET NO. 50-346 DAVIS-BESSE NUCLEAR POWER STATION, UNIT NO. 1 AMENDMENT TO FACILITY OPERATING LICENSE Amendment No.56 License No. NPF-3 1.

The Nuclear Regulatory Comission (the Comission) has found that:

A.

The filing (which is being handled by the Commission as an application) by The Toledo Edison Company and The Cleveland Electric Illuminating Company (the licensees) dated August 15, 1979, as revised November 24, 1980, and April 16, 1982, complies with the standards and requirements of the Atomic Energy 'Act of 1954, as amended (the Act) and the Commission's rules and regulations set forth in 10 CFR Chapter I;,

B.

The facility will operate in conformity with the application, the provisions of the Act, and the rules and regulations of the Commission; C.

There is reasonable assurance (i) that the activities authorized by this amendment can be conducted without endangering the health and safety of the public, and (ii) that such activities will be conducted in compliance with the Comission's regulations; D.

The issuance of this amendment will not be inimical to the comon defense and security or to the health and safety of the public; and E.

The issuance of this amendment is in accordance with 10 CFR Part 51 of the Comission's regulations and all applicable requirements have been satisfied.

Accordingly, Facility Operating License No. NPF-3 is hereby amended by revising dnd reformating paragraphs 2.D.(1) and 2.0.(2) and adding paragraph 2.D.(3) to read as follows:

2.D -Physical Protection Toledo Edison Company shall fully implement and maintain in effect all provisions of the following Commission-approved documents, including amendnents and changes made pursuant to the authority of 10 CFR 50.54(p). These approved documents consists of Safeguards Information required to be protected from public disclosure pursuant to 10 CFR 73.21:

(1) Davir Jesse Nuclear Power Station, Unit No.1, Industrial Secur.cy Plan dated June 5,1978, with revisions dated September 20, 1978, November 10, 1978, December 26, 1978, January 12, 1979, February 22, 1979, and March 16, 1979.

(.2) Davis-Besse Safeguards Contingency Plan dated June 2,1980, submitted pursuant to 73.40. The Contingency Plan shall be fully implemented, in accordance with 10 CFR 73.40(b).

" Davis-Besse Nuclear Power Station, Unit 1, Industrial Security Plan, Appendix B, Security Training and Qualification Plan" dated November 24, 1980, as revised April 16, 1982 This plan shall be followed in accordance with 10 CFR 73.55(b)(4),

60 days after approval 'by the Commission. All security personnel, as required in the above plans, shall be qualified within two year's of this approval. Toledo Edison Company may make changes to this plan without prior Commission approval if the changes do not decrease the safeguards effectiveness of,the plan. Toledo Edison Company

changes in the same manner as required for changes made to the Security Plan and Safeguards Contingency Plan i

This license amendment is effective as of the date of its issuance.
