FSV Commitment List
Dear Mr. Wagner:
Per your request, I am subnitting a list of electrical commitments for Fort St. Vrain.
I have included both NRC commitments and "in-house" projects, since many of the "in-house" commitments have an effect on NRC commitments.
Commitments for construction to be completed during FSV 3rd refueling are:
1.
Backup power feeds for instrument buses.
Commitment to NRC as a result of Bulletin 79-27.
Per letter of commitment P-80087, dated April 25, 1980, Fuller to Stello.
2.
Change power sources to circulator speed valves.
Commitment to NRC as a result of Bulletin 79-27.
Per letter of commitment P-80087, dated April 25, 1980, Fuller to Stello.
3.
Install undervoltage relaying on the three 480V essential buses.
Comitment to the NRC per letters P-82169, dated May 28,
- 1982, Brey to Kuzmycz; P-82184 dated June 7, 1982, Brey to Kuzmycz, and P-82218 dated June 23, 1982, Brey to Kuzmycz.

4.
Remove class IE function from non-class IE relays on the 4160V buses. The commitment was made to the NRC in letter P-83161 dated April 27, 1983, Brey to Collins.
5.
Rework feedwater controls.
NRC commitment per letters P-80037 dated March 4,1980, Swart to Seyfrit; and P-80240 dated July 31, 1980, Swart to Seyfrit.
This item may be completed prior to refueling.
- 6. Replace 480V essential switchgear. All three buses-will probably not be completed during this one outage.
PSC internal commitment.
7.
Replace three sets of station batteries.
PSC internal commitment.
8.
Increase capacity of three instrument buses.
PSC internal commitment.
9.
Install time delay circuitry to improve the reliability of ultrasonic microphones in the steam line rupture detection system.
PSC internal commitment.
- 10. Install data logging capabilities for Systems 22 and 46 instrumentation (scanners).
PSC commitment.
The following items are scheduled for completion at some time other than the 3rd refueling:
- 11. Environmental Qualification Study.
NRC cormiitment, refer to letter P-83178, dated May 17, 1983, Lee to Collins.
- 12. Emergency Response capabilities. NRC commitment.
Refer to PSC letter P-83147 Lee to Denton, dated April 14, 1983, for schedule.
- 13. Install a high range radiation monitor on the refueling floor.
NRC commitmer,t, to be completed during August,1983.
- 14. Replace battery charger 10.
This PSC internal commitment will be completed during 1983, when plant conditions allow.
- 15. Construct Building 10.
Although this item is a PSC internal commitment, it has an effect on items 1.3,4,6,7,8, and 16.
Building 10 is presently scheduled to be cumpleted during the 4th quarter of 1983.
- 16. Upgrade power supplies for plant computer systems. This is an internal commitment and will be completed during the second quarter of 1984.

- 17. Replace the fuel handling machine computer. This PSC internal commitment will be completed after the third refueling, when plant conditions permit the outage.
