Subject:
Human Factors Review; Shift Technical Advisor / Control Room Design In accordance with your request, we have reviewed the results of your human factors evaluation of our STA program which was provided as an Attachment to Reference (b). For the most part, we find that we are in mutual agreement with both your evaluation and your recommendations.
In fact, based on our own inde-pendent review which preceded your letter, we have already initiated certain actions which will redefine and enhance our existing program. The salient features of this program are as follows:
1.
The Shift Technical Advisors have been reorganized, retitled as Shift Engineers and incorporated into the Operations Department reporting to the Shift Supervisor.
2.
The shift schedule and rotation of the Shift Engineer has been revised to be compatible with the operators shift schedule.
3.
The duties and responsibilities of the Shift Engineer have been rede-fined to provide meaningful work efforts consistent with his primary role of providing engineering support for the Shift Supervisor.
Included in his new role are responsibilities and duties dealing with experience assessment, emergency plan implementation, plant proce-dures, maintenance / design activities, and fire brigades, in addition to the direct support he will provide to the Shift Supervisor during and following all off-normal plant events.

We wholeheartedly agree and firmly believe that the steps documented above will allow us to meet that objec-tive.
We must, however, question the basis for your recommendation regarding training, specifically the.one dealing with the need for additional technical training. Nothing in your written evaluation or ours indicates that a lack of technical training of the STA contributed in any way to the events occurring on April 24,1982.
The initial training and requalification training of the Shift Engineer will be revised to be consistent with his new duties and responsibilities. The initial program will continue to stress training in various aspects of plant systems and operation, including plant transients and accidents.
The requalifi-cation program will include participation in the annual Operator's requalifi-cation program.
Reference (c) proposes the changes to the Technical Specifications that are necessary to implement the program described' above.
Subsequent to that submit-tal, a meeting was held between respective members of the NRC licensing staff and Vermont Yankee to discuss the change.
Subsequent to that meeting we were told that our proposal was approved and that we would be issued a revised Technical Specification during the week of April 18, 1983.
We have also reviewed Section III of Reference (b) which provides the results of your audit of our Control Room. Again, we find that we agree, in concept, with your evaluation and comments.
One of the modifications being installed during the current refueling outage specifically addresses one of your findings, i.e., the need for a feedwater pump trip annunciator. As you correctly point out in your letter, an overall review of our control room is in progress in response to NUREG 0737.
The results of that effort will identify additional improvements which can be made to the Control Room without creating any unacceptable human engineering discrepancies.
