the most important uses of your time and resources would be to investigate GPU's established management policies and practices.

Falsification of' leak rates and cheating on exams, we believe, were manifestations of GPU employees fulfilling manage-ment expectations, not independent individial actions, and

they should be investigated in that context.

It is apparent that management conveyed to workers that keeping the plant running was more important than taking actions
[
which would protect the health and safety of the community.
