i Vogtle Electric Generating Plant Fitness For Duty Program The data generated under the Fitness For Duty (FFD) program from January 1994 through June 1994 has been reviewed and analyzed.

The random pool contains not only those badges for unescorted access, but also those employees who may, in an emergency condition, be called upon to work at the site and may require unescorted access. Contractors without approved programs are included in the testing pool while on site. Testing during this time period was performed on a nominal weekly basis to include swing shifts, weekends, and holidays. From January 1,1994 through January 14,1994 the rate of testing was equal to 100% yearly of the total population. After January 14,1994, the rate of testing was equal to 50% yearly of the total population.

In summarizing management actions associated with the FFD program, it should be emphasized that the incidents of confirming positive test were very low. Consequently, management actions relative to determination of FFD have been limited. Contractor employees screened as positive are denied access and no further action is taken.

Management actions taken on a licensee employee during this six month period included one individual who tested positive for opiates. That individual was referred to the EAP, returned to work and entered into the follow-up testing pool.

A change in confirming laboratory from SmithKline Beecham Laboratory to Pharmchem Laboratories, Inc. in November 1993 resulted in the licensee experiencing three start-up programmatic errors which were corrected by April 1994. These were: a failure of PharmChem to report the monthly statistical reports to the licensee for the first four months ofimplementation; a failure to consistently report low urine creatinine levels on samples submitted to the lab by the licensee; and, a failure to consistently perform and report a 6 MAM on samples containing morphine at a confirmatory rate. In all cases the problems were identified by the licensee and corrected by the confirming laboratory.

There were no violations and compromises in the reliability of the FFD Program.

During the routine quality control check of the Fitness for Duty random pool in March, twenty two individuals were identified as being absent from the random pool. Immediate corrective action was implemented to either inactivate badges or re-test those that were available for testing. All tests performed were negative. The causative factor of the error was identified as a coding error in the FFD pool program. This problem was immediately corrected and the frequency of quality control checks was increased. Effective July 15, 1994, Plant Vogtle changed the data source of the pool to a system which incorporates the lessons learned from this issue.
