Wm. H. Zimmer Nuclear Power Station, Unit 1, Order to Show Cause and Order Immediately Suspending construction, Docket No. 50-358 s
On November 12, 1982 an Order to Show Cause was issued which suspended all safety-related activi':ies on the Zimmer project.
The order directed us to obtain an independent management review of the project and to submit a comprehensive plan to complete the project.
On March 2, 1983 we interviewed Messrs. John Stelbel and George Wessman of Torrey Pines Technology as to their capability to perform the independent review of the Zimmer project management in accordance with Section IV.B. (1) (a) of ^.he Order to Show cause.

capability, independence, and technical and managerial competence t
to perform the independent review and request that you expedite your approval of this reviewer.
As stated in the special comments i
column of your Zimmer Plan of Action, this phase is only preliminary to the recommendations regarding future management of the project; therefore, lengthy procedures for public participation should not be necessary.
