Enclosed is Revision 22 to Issue 4 of the Beaver Valley Power Station Physical Security Plan (PSP)

(Base and Training Qualification Plans).

Revision 22 changes include:

1.

Revised supervisory titles for several positions currently in place.

2.

TQP deletion of training concepts related to the former Access Controller position.

These functions are now referred to the " individual controlling access."

3.

Revised definition on the concept of

" Annual" Security Officer Training Requalifications, based on an August 28,

1990, Commission Memorandum from Phillip F. McKee, Chief Reactor Safeguards
Branch, Division of Reactor Safeguards, Office of Nuclear Reactor Regulation.

4.

A revised shotgun qualification course that does not contain (any) fire from the

" hip" position.

Accordingly, minimum qualification requirements for the pellet section have been increased by 20%.

5.

The addition of a

second tactical rifle for use by our

Response

Force and a revised program for use of our current rifles that includes fire from an elevated position.

6.

Revised stress firing courses for each weapon for security officers required to qualify with station longarms.

The stress firing course previously outlined for handgun (only) will remain in place.

Security officers required to qualify with station longarms will fire a

combined,.

all-weapon stress course.

Minimum qualification requirements for the fn all-weapon course are increased by 10% from the previous

These changes have been reviewed and judged not to constitute a degradation to the previous commitments in the PSP.

These

changes, since they do not decrease the safeguards effectiveness of the Physical Security Plan, are being submitted in accordance with 10 CFR 50.54(p)(2).

The enclosed materials are considered proprietary under the provision of 10 CFR 2.790(d), and Safeguards Information under the provisions of 10 CFR 73.21, and are thereby exempt from public disclosure.
