Dear Mr. Hind:

We offer the following clarification to the Callaway SALP 3 Report transmitted to Union Electric Company with your letter dated January 26, 1983.

On page 9, regarding Licensing Activities, the report indicates that Union Electric wants to reduce the size of the Emergency Planning Zone (EPZ) to exclude the two most eastern counties of the ten mile EPZ. This is not correct. Based on recent studies of atmospheric dispersion of radionuclides following postulated accidents, it appeared that NRC might be considering a reduction of EPZ size. We arranged a meeting with NRR to discuss this issue but have not formally requested a change which excludes the two most eastern counties.

Very truly yours, Donald F. Schnell DFS/bjp cc: Mr. H. M. Wescott, NRC Region III NRC Resident Inspector, Callaway Plant Missouri Public Service Commission i
