Dear Mr. Schwencer:
This letter provides our proposed resolution to TMI Item II.K.3.18 in accordance with your May 23 request. We will implement option 4, as outlined in the BWR Owners' Group Generic Response to NUREG-0737 Item II.K.3.18.
Specifically, modifications will be made to add a timer which would bypass the high drywell pressure permissive af ter a sustained low water level and to add an ADS manual inhibit switch.
Prior to implementation of the modification we will provide the necessary justification for the bypass timer setting and our plans for periodic testing of the timer and the inhibit switch.
In addition, operation of the inhibit switch will be addressed in the Plant Emergency Procedures.

- We have considered the feasibility of implementing this modification prior to fuel load in August,1984 and are unable to commit to this date. We believe that such a commitment with its required plant unique analysis and subsequent equipment purchases may impact our fuel load schedule.
Therefore, ' this modification will be implemented on Unit 1 by the completion of the first refueling outage af ter fuel load, based on equipment availability. The same modification will be made on Unit 2 prior to fuel load.
