Calvert Clifis Nuclear Power Plant Unit No.1; Docket No. 50-317 Request for License Amendment Gentlemen:

Baltimore Gas and Electric Company hereby requests an Amendment for Operating License DPR-53, for Calvert Cliffs Unit No.1, with the submittal of the enclosed proposed change to the Technical Specifications.

PROPOSED CHANGE Revise Technical Specification 3.6.1.6, Limiting Condition for Operation for Containment Structural Integrity, to allow a specified time period for the performance of an engineering evaluation of potentially abnormal conditions detected during surveillances of the containment post tensioning system. The purpose of this change is to ensure that plant shutdown is only required for conditions indicating an abnormal trend or phenomena which could adversely affect the ability of the containment to perform its design function.

Revise Technical Specification 4.6.1.6.1, Surveillance Requirements for Containment Tendons, to more clearly identify those conditions that shall be considered as evidence of possible abnormal degradation of the containment structure and to include time-dependent limits for lift-off forces (tension levels) for tendons within each of the three tendon groups (dome, vertical and hoop).

A copy of the existing and the proposed technical specifications are provided for your use as Enclosures I and 2, respectively. The extent of the proposed changes precludes a simple markup of the existing specification for your review purposes.

This proposed change to the Technical Specifications has been reviewed by I our Plant Operations and Safety and Off-Site Safety Review Committees, and they have concluded that implementation of this change will not result in an undue risk to the health and safety of the public.

FEE DETERMINATION We have determined that this submittal constitutes information that is supplemental to our original license amendment request of July 27,1977 and that, pursuant to 10 CFR Part 170, no additional fee submittal is required.
