LILCO letter, SNRC-485 (J. P. Novarro) to the NRC (B. H. Grier) dated July 10, 1980

Dear Mr. Denton:

This letter is in response to the recent NRC request for additional information regarding IE Bulletin 80-08 (reference 1).

The clarifications provided in this letter supplement our 90-day responses (required by the Bulletin) which were transmitted to you via reference 2.

Question number 1 concerns the basis for MT examination of the welds between the primary containment penetration flued head and the outer sleeve (indicated in attachment 2 as " welds addressed by Bulletin 80-08").

Shoreham's SAR commitments forms the basis for MT examination of these welds.

Additional details, including specific SNPS-1 FSAR references, can be found in reference 2, items "2a" and "3".

Questions two and three deal with the accessibility of the subject welds for radiography.

At Shoreham the Primary Containment Penetra-tions have been installed since the early 1970's and they are not accessible for radiography.

Major modifications would be required to enable access for radiography of any of these welds.

Bulletin 80-08 did not require the performance of radiography on the subject welds unless there was a SAR commitment requiring volumetric examination of these welds.

As described in our response to item "3" of the Bulletin (reference 2), this SAR commitment was not made for The Shoreham Nuclear Power Station.

Denton' Page 2, Regarding question four, with respect to planned In-Service Inspec-tion-(ISI) attechment-2 provides a sketch to help illustrate Shoreham's typical penetration configuration.

In accordance with Section XI of the ASME1B&PV Code (Subsections IWA and IWF) the area 1will.be visually examined.to determine the general mechanical l

and structural conditions of components and their supports.

'In response to question five concerning flaw evaluation, neither fracture mechanics nor any other. flaw evaluation methodology has

-been performed on any of Shoreham's penetrations.

A's indicated in

our response to the Bulletin-(item "2d" of reference 2) the LILCO review of the shop NDT documentation has not revealed the presence of any flaws in these welds.

We trust that the above has been responsive to your request for additional.information.

If you have any questions on this matter, please contact the undersigned.

Very truly yours, a9$
