- 1. During the six (6) month period ending June 30,1994 Northern States Power Company conducted (932) drug and alcohol tests in accordance with 10CFR26.
NSP workers subject to random drug and alcohol testing are each assigned to one of three pools: Prairie Island, Monticello, and General Office. Random test rates for each pool are as follows:
Semi Annual Period.
POOLS Ending 06/30/94 General Office 57 %
Monticello 53 %
Prairie Island 52 %
ALL 53 %
For the reporting period ending June 30,1994, one (1) worker was tested positive for drugs or alcohol and was immediately denied unescorted access to NSP Nuclear Plants..
The one (1) positive for (THC, Marijuana) resulted from one (1) licensee employee random test. This individual's access authorization remains denied.
- 2. Effective January 1,1994,10 CFR 26.24 (Chemical and Alcohol Testing) was changed to reduce the minimum random testing rate from 100% of the workforce to 50%.
NSP implemented this program modification immediately, effective January 1,1994.
- 3. For the semi-annual period referenced herein all blind specimens submitted to NSP's HHS-certified laboratory yielded expected results with one (1) exception.
NSP's Nuclear Quality Department (NPD) conducted an independent audit of the blind sample discrepancy referenced above. Investigation results indicated a dilution error by NSP's HHS certified laboratory and concluded that the error did not reduce the effectiveness of NSP's Fitness for Duty program. A full report of this investigation, dated February 2,1994 was sent to the NRC under 10 CFR part 26, Appendix A section 2.8.e.4.

- 4. NSP has analyzed program performance data for the six 6 month period ending June 30,1994 and has revised existing FFD procedures to incorporate enhancements as indicated by the analysis.
Reportable Events.
NSP did not experience a Fitness For Duty related Reportable Event as defined in 10 CFR 26.73 (a) during this reporting period.
