JOINT MOTION TO EXTEND TIME WITHIN WHICH TO REPLY TO APPEAL BOARD ORDER OF FEBRUARY 17, 1983 On February 17, 1983, the Appeal Board issued an Order noting that Licensee had given notice (in a February 8,
1983 letter) of a " proposal to deviate from certain guidelines approved by the Licensing Board in its decision of December 14, 1981," and requesting comments from the parties no later than March 4, 1983.
Since that time Licensee has been in contact with the Commonwealth of Pennsylvania and the NRC Staff, the two parties who parti-cipated in that part of the hearing relating to the matters raised in Licensee's letter of February 8, 1983.
Both the Commonwealth and the NRC Staff have authorized the under-signed counsel to file this motion.
Licensee understands from its conversations with the Commonwealth and the NRC Staff that each has certain

concerns about Licensee's proposal.
The parties, however, desire to meet, discuss the matter, and determine if a satisfactory resolution among the parties can be reached.
The parties then would report the results of such a meet-ing to the Appeal Board and further appropriate procedures, if necessary, could be followed.
Due to the unavailabil'ity of various technical staff, and the press of other busi-ness, including preparation for the upcoming reopened hearing, such a meeting could not be scheduled prior to March 4.
Therefore, Licensee and the Commonwealth jointly request that the date for filing comments pursuant to the Appeal Board's Order of February 17, 1983, be extended to Friday, April 1, 1983.
The NRC Staff does not object to such an extension.
