Dear Mr. Keppler:
DOCKET NOS. 50-266 AND 50-301 RESPONSE TO IE BULLETIN NO. 83-01 POINT BEACH NUCLEAR PLANT, UNITS 1 AND 2 IE Bulletin No. 83-01, " Failure of Peactor Trip Breakers (Westinghouse DB-50) to Open on Automatic Trip Signal", was issued on February 25, 1983 to inform all licensees of a recent failure of a Westinghouse DB type circuit breaker to trip open on receipt of an automatic trip signal from the reactor protection system.
Licensees were requested to perform certain surveillance tests, verify a proper maintenance program for these breakers, and notify all licensed operators of this event.
A written response within seven days of receipt of the bulletin documenting the action taken was also directed.
Wisconsin Electric received the subject bulletin from the NRC resident inspector at 7:30 p.m. on February 25, 1983.
A meeting of the Manager's Supervisory Staff was held on February 26 to discuss the bulletin with regard to the action items identified in the bulletin.
The following actions have been taken:

Item 1 of the bulletin required survcillance testing of the undervoltage trip function independent of the shunt trip for the subject DB-50 breakers.
It was determined that for Point Beach Unit 2, plant procedure ICP 2.3,
" Reactor Protection Logic Periodic Test",
had been successfully performed on February 23, 1983.
To accommodate the 24-hour surveillance requirement for Point Beach Unit 1, ICP 2.3 was temporarily changed to accomplish Unit 1 surveillance as required by the bulletin.

The surveillance testing was satisfactorily completed for Unit 1 at 10:24 a.m. on February 26, 1983.

. Bulletin item 2 required a review of the breaker maintenance program to verify actual implementation of the Westinghouse recommendations.
At the Point Beach Nuclear Plant the recommendations contained in Westing-house Data Letter 74-2 had already been implemented with the exception that a silicone-based lubricant (Sila-Chem or Crown Silicone) has been successfully used for approximately the last four years in lieu of Molykote M-88 or Spray-kote.
The~ Westinghouse recommended maintenance frequency'is semiannual unless experience justifies extending the maintenance interval to annually.
The maintenance experience at Point Beach has justified annual inspection and cleaning.

The third bulletin item required that licensees notify all licensed operators at their facilities of the Salem event and bring to their attention appropriate failure-to-trip emergency procedures.
At Point Beach entries were made in the night order book on the afternoon of February 25, 1983 to satisfy this requirement.
All licensed operators are required to review and initial these entries prior to assuming their shift.
The action items necessary to comply with the requirements-of IE Bulletin 83-01 have been completed.
