Washington Public Power Supply System (WPPSS Nuclear Project No. 1)

Docket Nos. 50-460-OL and E0-460-CPA Gentlemen:

On February 3 and February 24, 1983, we provided the Board and participants in the captioned proceedings Vith a copy of the Supply System's April 30, 1982 letter to the NRC Staff discussing the suspension of construction ~of

'WNP-1 for a period of from two to five years.

The Supply System indicated in its letter that further information pertaining to the construction suspension would be develcped.

As part of the development of this information and the FY 1984 budget, the Ccnstruction Committee of the Supply S*rstem's Executive Board recently requested that the Supply i

System staff prepare a program outlining a reduction of manpower at WNP-1 from its present level of 600 employees-to approximately 150 by March, 1984.

The program being developed for the consideration of the full Executive Board would involve continuation only of essential work, and would such as preventive and corrective maintenance, entail postponing completion of WNP-1 to approxircately 1991.

9 No official action has been taken on the program and none is likely to be taken until May or June, when the proposed FY 1984 budget is acted upon by the full Executive Board.

Nevertheless, we are advising the Licensing Boards in these proceedings of this preliminary activity mindful of our responsibilities to apprise the Boards of develop-ments that might bear upon matters within their jurisdiction.

We will advise the Board if and when the Executive Board ~

takes action on this matter.
