Dear Mr. Martin:

Your letter dated April 29, 1993, forwarded combined Inspection Report 50-277/93-07 and 50-278/93-07 Appendix A addresses one item which does not appear to be in full compliance with Nuclear Regulatory Commission requirements.

This item is restated below followed by our response.

A.1 10 CFR 20.203 (b) requires that each radiation area be conspicuously posted with a sign or signs bearing the radiation caution symbol and the words " Caution Radiation Area."

Contrary to the above, on March 15, 1983, a radiation area around the Reactor Water Cleanup skid, 165 foot elevation, Northwest side of the reactor building was not posted as required.

This is a Severity Level V violation.

The area was immediately reposted upon identification of the problem by the inspector.

Mr. Thomas T. Martin Page 2 At the time of the inspection, the Reactor Water Cleanup decontamination skid was being temporarily installed in the Unit 3 Reactor Building.

The northeast end of the corridor was properly posted.

The rope barrier on the northwest end of the area had been removed to allow additional equipment to be moved into the area.

The rope barrier was left down when personnel exited the area.

During the period of time the rope was down, the decontamination skid was not in use; however, there were dose rates of 10-20 mr/hr from the skid components.

Therefore, significant exposure risk was not associated with this occurrence.

The health physicist assigned to monitor activities in this area of the reactor building has been counseled regarding this incident.
