Dear Nuclear Regulatory Commission ( NRC):

I am writing you as a member of Peoples' Action for a Safe Environment to formally requect that you reconsider and refuse at this time granting Entergy's request to proceed with any con-struction related to future dry cask storage of nuclear waste and refuse at this time to allow changes,in VSC-24 generic design of the untested dry cask containers for storage of high level radio-active waste on-site at Arkansas Nuclear One(ANO).

In my conversation wi th NRC emoloyee, Mr. Charles ~Haughney, on March 31st, 1994 he explained t h a t. Entertjy will have,to change the design of the already appr oved " generic" cask.

.H e stated there was no procedute for concerned citizen to'become involved with pe rmi t. t i ng a change in the ' generic" design and the NRC planned to allow thi s change wi thou t. any opportunity for public input as to how this alteration will ef f ect public heal th.

I strongly disagree with his opinion on this matter and our organization, PASE, wishes to participate in the decision proc-ess. Since site specific decisions are involved in your consider-ation, citizens have a right to participate in this decision. The NCR and i ts representatives do not have the right to allow thi s construction to go on without citizen input and a full National Environmental Evaluation Review and an Environmental Impact Statement being made.

Again, I am requesting that the NRC reconsider their earlier decision to grant exemption to the generic cask construction as there are nuironmental considerations that have not yet.
