Dear Mr. Keppler:

As required by 10CFR50.55(f)(2), the Cleveland Electric Illuminating Company (CEI) herewith submits a current description of the quality assurance program being implemented for the design and construction of Perry Units 1 and 2 for inclusion in the Safety Analysis Report (SAR) as Chapter 17.1. The descrip-tion incorporates, by reference, the CEI Corporate Nuclear Quality Issurance Program (CNQAP), Gilbert Associates, Inc. quality assurance topical repor't GAI-TR-106, and General Electric quality assurance topical report NELO-11209-04A. This letter also transmits the current version of the CEI CNQAP for' your review. The topical reports of GAI and G.E_., our two principal contrac-tors, have already been submitted and approved by the NRC.

The CEI CNQAP and supporting procedures we.re developed under the cognizance of Region III to strengthen areas of the quality assurance program as described in Chapter 17.. of the PNPP Preliminary Safety Analysis Repart. The CNQAP pro-vides sufficient information and is in a workable format for implementation by CEI personnel.

The changes in the Corporate Nuclesh Quality Assurance Program which have occurred since the CNQAP was reviewed during close out of the 1978 Immediate Action Letter have been made largely\to .eflect organizational changes. In a few instances, changes were made to clarify the responsibilities of specific organizational elements with regard to specific activities. None of these changes represents a reduction'in Project commitments. Consequently, the CNQAP continues to satisfy the criteria of 10CFR50, Appendix B. ,

-17.1 QUALITY ASSURANCE A Quality. Assurance Program for.the design, fabrication, construction and preoperational testing of the Perry Nuclear Power Plant (PNPP) has been estab-lished by The Cleveland Electric Illuminating Company (CEI). CEI has prepared

-the prograr on behalf.of itself and as agent for the Duquesne Light Company, the Ohio Edison Company, the Pennsylvania Power Company and the Toledo Edison Company. CEI recognizes its responsibility for implementing all aspects of the PNPP Quality Assurance Program including control of activities performed by participating organizations.

.The'CEI Quality Assurance Program description is contained in the Corporate Nuclear Quality Assurance Program (CNQAP), and addresses each of the eighteen (18) Quality Assurance Criteria for Nuclear Power Plants as required by 10CFR50, Appendix B. The CNQAP includes controls over the design, fabrication, construc- l tion and preoperational testing activities performed by CEI and by its agents, j contractors, subcontractors and vendors. The CNQAP establishes the written direction and provides the guidelines to all project participants for imple-menting those portions of the Quality Assurance Program applicable to their respective areas of responsibility.

. Gilbert Associates, Incorporated (GAI), as architect / engineer for PNPP, has described their. quality assurance program in topical report GAI-TR-106, which Lhas been submitted to and approved by the Nuclear Regulatory Commission.

General Electric Nuclear Energy Business Group (GE NEBG), as'the nuclear steam supply system (NSSS) supplier, has described their quality assurance program in topical report NEDO-11209-04A, which has been submitted to and approved by the Nuclear Regulatory Commission.

The quality assurance programs described in these documents supersede'and replace the quality assurance program description contained in Chapter 17.1 of the PNPP Preliminary-Safety Analysis Report.
