This letter constitutes a final report concerning the subject deficiency initially reported to Mr. E. R. Schweibinz of the NRC under the requirements of 10CFR50.55(e). Two areas of concern had been identified regarding separation of internal wiring of Class lE essential panels. The following deficiencies were identified:

1.

A separation distance of six inches between different channels in the Neutron Monitoring systems was not maintained as specified on the design documents.

A separation distance of one inch between designated wiring was not maintained as specified on the design documents.

Upon notification of the reported discrepancies the vendor evaluated and determined that plant safety has not been compromised.

Therefore, the concerns are not reportable in accordance with 10CFR50.55(e) since they will not adversely affect the safety of operations.

An independent review of the vendor's report has been performed. A tabulation of the panels functions was assembled for the evaluation. The components required to function for a safe shutdown and their designed installation were reviewed. This effort verified the vendor's conclusions which are based on the following:

A failure of the wiring requiring a six inch separation demonstrates that shorts will not disable any of the safety functions.

The use of twisted shielded wiring and grounding together with the low-sensitivity of the instruments precludes the need of the one inch separation for Electro-Magnetic and Radio Frequency Interference.

Preliminary field reviews have verified that safety functions are being adequately protected. As a result, the evaluation agrees with the vendor's report which shows the concerns are not reportable since they will not adversely affect the safety of operations.

llowever, a program is being established which will document and analyze field wiring conditions inside all essential panels and the raceways.

This effort will provide additional evidence to support the independent review. All nonconforming items will be justified by analysis or reworked. The above program will be completed prior to plant startup.

We trust the above will be found acceptable as a final report under 10CFR50.55(e).
