Dear Mr. Selin:

On June 2, 1994, as per the enclosed, I wrote to Mr. Thomas Martin, as Director of Region I, inquiring as to what action the NRC would take in light of the fact that one of the four host communities designed to carry out reception and decontamination services in the event of an accident at Seabrook had declined to further participate in the plan.

I wrote this on behalf of the Seacoast Anti-Pollution League, a New Hampshire based citizen group and a Seabrook licensing intervenor.

We regret to say, Mr. Martin has not favored us with a reply.

i At this time, although the Seabrook refuelling outage has been extended well beyond its originally planned 57 days, the new fuel is now being loaded into the reactor.

Thus, it appears, restart may occur in the next'few weeks.

As citizens who have long been concerned about safety issues, and specifically raised the issue of the adequacy of the decontamination arrangements under the Seabrook Emergency Plan, my clients are distressed that the NRC has not favored us with a reply concerning this matter.

Basically, it is the Seacoast Anti-Pollution League's position that, first, the existence of four capable host communities for decontamination-is an integral part of the plan; second, that, with the decision of Salem to no longer act ac a " host" community, one of the conditions essential to the safe operation I

of the Seabrook nuclear plant, an adequate emergency plan, is lacking, and third, that, until the situation is corrected, nuclear fission at Seabrook should not be allowed to resume.

May we expect a response to this from the N.R.C.
