AMENDMENT TO OPERATING LICENSES NPF-4 AND NPF-7 NORTH ANNA POWER STATION UNIT NOS. 1 AND 2 PROPOSED TECHNICAL SPECIFICAG ON CHANGES Pursuant to 10 CFR 50.90, the Virginia Electric and Power Company requests an

. amendment in the form of changes to the Technical Specifications, to Operating Licenses NPF-4 and NPF-7 for North Anna Power Station, Unit Nos. I and 2.

The proposed Technical Specification changes are enclosed.

The proposed changes. are to revise. Technical Specifications 6.5.3.le and 6.5.3.lf which deal with the audit frequencies of the North Anna Emergency Plan and Security Plan.

The current audit frequencies for the Emergency Plan and Security Plan and their respective implementing procedures are at least once per 24 months.

The reason for the change to Technical Specification 6.5.3.le is to remain consistent with the North Anna Emergency Plan, Section 8.8 and NUREG-0654,Section II P.9 which require the independent review of the Emergency Plan at least once per 12 months by the Quality Assurance Department.

The reason for the change to Technical Specification 6.5.3.lf is to remain consistent with the North Anna Security Plan Manual. Section 14.1.3 and 10 CFR 73.46g(6) which requires the review of the North Anna Security Program at least once per 12 months by the Quality Assurance Department.

In

' addition, the revision to the North Anna Security Plan is being revised to be consistent with Generic Letter 82-23 which was recently issued.

These proposed changes.will enhance the quality of the North Anna Power Station Emergency Plan and implementing procedures. and the Station Security Plan and implementing procedures. These proposed changes are administrative in nature and do not pose any danger to the safe operations of the plant and/or public safety.-

The proposed Technical Specification changes are provided in 4

This request has been reviewed and approved by the Station Nuclear Safety and Operating Committee and the Safety Evaluation and Control staff.

It has been

. determined that this request does not involve an unreviewed safety question as defined in 10 CFR 50.59.

Since this request is administrative in nature, a Class II license amendment fee is required for Unit 1, and a Class I license amendment fee is required for Unit 2.

Accordingly, a voucher check in the amount of $1,600 is enclosed in payment of the required fees.
