In the above referenced letter, PECO Energy Company submitted, in accordance i
with 10 CFR 50.90, Technical Specifications Change Request (TSCR) No. 93-12 which requested a change to Appendix A of the Peach Bottom Facility Operating Licenses. These changes were proposed to support the implementation of the Power Rerate Program at Peach Bottom Atomic Power Station (PBAPS), Units 2 i
and 3.
i PECO Energy Company hereby requests that our original submittal be revised I
such that the submitted page 29 be deleted and replaced with the attached page 29 for PBAPS, Units 2 and 3.
In the submitted page 29 of the PBAPS, Units 2 and 3 Technical Specifications, a relief valve setting of 1155 psig with a tolerance of 11 psi was provided.
However, during the review of the Technical Specifications as a part of the Improved Technical Specifications Program, it was determined that the setpoint of 11 psi was not consistent with the setpoint tolerance of 1% (12 psi) provided in Table 5-1 of General Electric document NEDC-32183P, " Power Rerate Safety Analysis Report for Peach Bottom 2 & 3," dated May,1993. In order to ensure consistency between the PBAPS, Units 2 and 3 Technical Specifications and the

July 28,1994 Page 2 General Electric analyses, page 29 is being corrected to incorporate the value of 12 psi. The previously submitted setpoint tolerance of 11 psi is conservative with respect to the analysis assumptions.
This issue was discussed between Tom Loomis (PECO Energy) and Steve Dembek (NRC) on July 11,1994.
We have determined that this revision does not alter our evaluation of any of the 10 CFR 50.59 standards, and therefore, does not effect our conclusion that TSCR 93-12 does not constitute an unreviewed safety question. We have also concluded that the proposed revision does not affect the Information Supporting a Finding of No Significant Hazards Consideration and the Information Supporting an Environmental Impact Assessment.
