South Texas Project Units 1 & 2 Docket Nos. STN 50-498, STN 50-499 Security Plan Amendment 3 In response to comments concerning the South Texas Project Security Plan that were transmitted to Houston Lighting & Power Company (HL&P) in letters from Mr. Frank J. Miraglia to Mr. G. W. Oprea, Jr., dated January 18, 1982 and May 6, 1982, HL&P has revised the South Texas Project Security Plan. Five (5) copies of Amendment 3 are enclosed which replace Amendment 2 of the Plan in its entirety. Additionally, inserted into the Plan is a list containing each NRC comment and HL&P's corresponding response along with a reference to the revised page.

The enclosures contain material of a sensitive nature and should be withheld from public disclosure in accordance with 10 CFR 73.21. You are requested to dispose of Revision 2 of the South Texas Project Security Plan in accordance with appropriate safeguards procedures.
