James G Keppler, Administrator Region III US Nuclear Regulatory Commission 799 Roosevelt Road Glen Ellyn, IL 60137 DOCKET 50-255 - LICENSE DPR PALISADES PLANT - RESPONSE TO IE BULLETIN 83-03 " CHECK VALVE FAILURE IN RtW WATER COOLING SYSTEM OF DIESEL GENERATORS" IE Bulletin 83-03 dated March 10, 1983 describes an incident involving failure of check valves in the raw water cooling system for the diesel generators which resulted in interruption of cooling water flow to the diesel generator heat exchangers and subsequent inoperability of the diesel generators.
A review of the flow path of cooling water for the diesel generators at the Palisades Plant has been completed. The design of the cooling water (service water) flow path to the diesel generators does not utilize check valves.
Since the action items of IE Bulletin 83-03 involve identification and testing of the subject check valves, it is therefore not applicable to the Palisades Plant.

" Check Valve Failure in Raw Water Cooling System of Diesel Generators".
