l Following the exchange of proposed findings and before reply findings were filed in the management phase of this proceeding, Licensee and the Commonwealth of Pennsylvania arrived at agreements to resolve differences reflected in their respective proposed findings.

In essence, Licensee made a number of commitments in the form of anticipated

The commitments subsequently were accepted by the Board and appear as recommended license conditions in the Management PID (see 11 525-83, particularly 1 583).

One of the licensee's commitments was to procure an exact replica simulator for training of TMI-1 personnel.

Bid specifications were to be distributed by April 1, 1982, and reasonable and diligent efforts made to have the simulator installed by 1985.

In October of each year, Licensee is to provide to NRC reports on the progress of fulfillment of the condition.

Enclosed for the information of the Appeal Board and parties is Licensee's first annual progress report on instal-lation of an exact replica simulator at TMI-1.

For the reasons stated in the letter report and its attachment, distribution of the bid package was delayed from April to September, 1982.

As the report further indicates, the type of bid package produced is expected to facilitate the normal bidding and delivery process.

Installation, therefore, is still anticipated for the target year, 1985.

Three Mile Island Nuclear Station, Unit 1 (TMI-1)

Operating License No. DPR-50 Docket No. 50-289 Replica Simulatory Status Report In accordance with the' requirements of Para. 583 (5) of the August 27, 1981 Managment PID, we are submitting our first status report regarding the pro-curement and installation of the replica simulator for TMI-1.

The procurement specification has been prepared and was issued for bids on September 30, 1982.

The specification requires a 70 day bid response by the simulator vendors.

GPUN will then conduct technical and financial evaluations of bid proposals and preaward negotiations which should result in award of contract in the spring of 1983 (3/83).

We anticipated issuing the simulator specification for bidding in the spring l

of 1982.

However, due to die complexity of the technical specifications as well as our desire to assemble'a thorough and complete specification, it was I

necessary to delay the dcce for issuaucc of specification for bids to 9/30/82.

The attachment provide = a more detailed revicw of events to date.

We currently anticipate a 30 month delivery cycle after award of contract.

This should result in a replica simulator being installed at TMI in the fall of 1985, which continues to be compatible with the installation date pre-l dicted in our testimony.

We will notify you of any significant changes to this project as they occur.

Our second status report will be provided in October, 1983.

Attachment Chronology Events for The Issuance of Technical Specification for the TMI-l Replica Simulator February 1981 GPU Nuclear comitted to installation of TMI-l replica simulator.

PID para. 583 (5) states that Licensee shall issue bids and distribute specifications to bidders by 4/1/82 and make reasonable efforts to have simulator installed in 1985.

Progress reports beginning in October 1982 and annually thereafter are required for this effort.

June 1981 Work began on preparation of specification.

Decembsr 1981 Draft of technical specification complete and issued to various b

Departments within GPU Nuclear Technical Functions for review and comment.

March 1982 Extensive comments and review by Technical Function Departments necessitated additional input by other GPU Nuclear Divisions such as Nuclear Assurance (Training), TMI-1 Operations, etc.

Because of complexity of the technical aspects of the bid package, and in order to avoid schedule delays, costly overruns and implementation problems that plagued similar simulator projects, GPU Nuclear management decided to consult with other utilities and simulator l

vendors for additional input.

This valuable input and the desire to allow for future changes as a result of NUREG 0752 (control Room l

Design Review), led to extensive changes in the specification.

The additional comments and input are incorporated into a revised specification and as a final check, GPU Kuclear recuested review of specification from B&W's simulator division.

l August 1982 GPU Nuclear received cocments from B&W.

September 2, 1982 GPU Nuclear and MW :::eet to resolva B&W comments.

Final bid package prepared.

Simulator vendors and B&W feel the specification is thorough and. complete.

As a result, the bidding process, as well as delivery of an acceptable product will be greatly facilitated.

September 30, 1982 Bid package relessed to potential bidders. 70 day bid period with bids due on 12/10/82.

GPU Nuclear will review and evaluate bids I

with award expected about 3/83.

30 month delivery period required.

Simulator to be delivered in Fall, 1985.
