50, Appendix B, Criterion 5 states, in part, " Activities affecting l
quality shall be prescribed by documented instructions... and shall be accomplished in accordance with these instructions..."

endorses A*!SI 1745.2.3-1973, "liousekeeping During the Construction Phase of Nuclear Power Plants", which states in paragraph 3.2.1, Cleanliness, " Garbage, l
trash, scra p, litter, and other excess materials shall be collected, removed... or disposed of in accordance with specified requirements or planned practices.
Such excess material shall not be allowed to accumulate and create conditions that will adversely af fect quality."

'rocedure (A)-8p4, Bulk Storage of Combustible Materials and Thei 30, Revision 2, September-17, 1981 requires that'l) trash and scrap he put in anpropriate receptacles; 2) l compressable contaminated waste he stored in the drum storage area; and 3) only fire retardant lumber be stored in an area with safety related equipment.

e Contrary to the above, as of June 21, 1992 an increasinq builduo of trash and acrap in radiologically controlled areas had not been properly collected, stored in appropriate receptacles, or transferred to the drum storage area for disnosal.
Three non-fire retardant wooden pallets were also stored rad j a cent to the safety-related Conponent Cooling Water Punps.
- Further, no significant cleanun efforts had been noted over the past several weeks.
The following is subnitted in response:
I Corrective action to address this violation is as follows:
1.
As identified in the inspection report, a major cleanup effort was initiated to return the controlled areas to an accentable condition.
2.
An Ad-!!oc Connittee is beinq establi.shed to identi.fy needed housekeepinq controls and to revise necessary Taministrative controls.
These controls are expected to include necessary surveillance to identify housekeepinq problems before conditions become unacceptable.
