South Texas Project Units 1 and 2 Dockets Nos. STN 50-498, STN 50-499 Schedule of Licensing Activities Over the past year, Houston Lighting & Power Company (HL&P) has worked through the transition process to bring Bechtel Energy Corporation on board as our Architect Engineer (AE) and has concentrated effort in evaluating and statusing the project. We anticipated that design changes might be necessary and have not actively pursued the review of the South Texas Project (STP) application. The transition process is complete, and we are now ready to work with the NRC staff to complete the STP operating license review in a timely manner.
To plan for the STP operating license review, we have developed the enclosed licensing review schedule for the South Texas Project. The schedule calls for a comprehensive update of the FSAR, by sections, beginning with the first submittal by July 1, 1983.
Each FSAR Section submitted will include all essential information necessary for the NRC staff to complete its technical review. NRC staff reviewers should be able to prepare partial Safety Evaluation Reports (SER's) based on these submittals. The schedule includes as separate line items those issues we have identified that will require early resolution in order that they not become critical path items and those issues and activities which will require multiple submittals and appropriate dialogue with NRC staff.
HL&P is committed to making submittals on the dates indicated in the enclosed schedule through June 1984. At that time we will evaluate mutual progress and either confirm the remainder of the schedule or reschedule submittals as appropriate. Based on the partial SER's that could be developed as the FSAR update proceeds and the resolution of those issues which are indicated by separate line items, we believe that the NRC staff will be in a position to publish the final SER by October 1985.
Development of this schedule has been discussed with Messrs. Knighton, Schierling and Sells of the Division of Licensing. As an outcome of these discussions we have included as separate schedule line items those issues that the NRC staff have indicated as concerns.
The schedule also indicates those areas where we believe meetings are necessary in the near term to obtain NRC staff concurrence with our licensing position.
As is evidenced by the enclosed schedule, much remains to be done on the part of both NRC and HL&P to support the December 1986 fuel load date. The NRC licensing project manager for STP, Hans Schierling, has been newly assigned to the project.
In addition to STP, we understand he also has significant responsibility for duties associated with the Diablo Canyon review.
In light of current information, we understand his duties associated with the Diablo Canyon review will continue to require a great deal of attention for some time. Without the services of a full time licensing project manager, we are concerned that the STP review will not be carried out I
in a timely manner. As our enclosed schedule indicates, we believe that substantial NRC review is necessary in the near term in order to resolve issues now.
In order to expedite acceptance of our licensing approach at the earliest possible date, Mr. Mark Wisenburg, HL&P's Manager of Licensing, will contact Messrs. Knighten, Novak, and yourself to discuss the enclosed schedule in more detail in the next few days.
