MOTION TO BE ADMITTED AS AN INTERESTED STATE The State of Washington, through its Energy Facility Site Evaluation Council, hereby requests that it be admitted as an Interested State, pursuant to Section 2.715 (c) of the NRC Rules of Practice.

The basi's for our request is set forth below.

By its November 10, 1982 letter, the State sought Interested State status to be provided an opportunity to make a limited appearance statement.

The Licensing Board responded to that request in its December 6,

1982 letter by advising the State that it need not seek Interested State status to be granted an opportunity to make a

limited appearance.

The Board also stated that it would be providing the State with an opportunity to make a limited appearance sthtement in the WNP-1 operating licanse proceeding.

On January 26, during the prehearing conference, the State made an appearance and expressed its views that public hearings should not be held.

Its statement addressed the need for a public hearing in all three proceedings, i.e.,

the WNP-1 OL proceeding and the WNP-1 and WNP-2 construction permit proceed-ings.

Since that time, the Licensing Board has issued a number of memoranda and opinions in all three proceedings concerning the need for such hearings.

None of these issuances has reflected the participation by the State in the prehearing conference.

Nor has the Licensing Board advised the State whether it has been granted Interested State

status, pursuant to Section
2. 715 (c).

Accordingly, the State of Washington hereby formally moves to be admitted as an Interested State in the captioned proceed-ings.

We understand that this will entitle the State to intro-duce evidence, interrogate witnesses, and advise the Licensing Board on particular issues of interest to the State.

We trust that in the future, Licensing Board decisions will reflect such participation.
