" General Emergency," the Duty Of ficer shall initiate activation of the KECC.

5.2 The KECC Director is responsible for the overall management of KECC operations during or following a radiological emergency.

l 5.3 The KECC Staff, comprised primarily of technical specialists from the Division of Engineering Design, is responsible for support of i

the KECC Director during emergency conditions. This support includes but is not limited to:

f Technical assessment of the emergency, accident analyses, dose analyses, recommendations for corrective actions, engineering /

material support for implementation of corrective actions, mainte-nance of KJCC logbooks, updating of KECC status boards, and opera-tion and maintenance of KECC communication equipment.

5.4 For a " Site Emergency" or a " General Emergency" at any TVA nuclear plant, the KECC staf f is responsible for evaluating the potential for the release of radicactive materials from the plant containment barriers. These evaluations are con.' acted in accordance with KECC

  • IP-4.

The results of these evaluations are coordinated with the MSECC staff and are used by the MSECC as the basis for developing dose projections and initiating protection actions if necessary.

If the KECC is not to be activated,

  • the KECC Duty Officer maintains periodic contact with the CECC or DNPEC until the emergency condition is resolved.

6.5 For an emergency classification " Site Emergency," or " General Emergeacy," the KECC Duty Officer shall initiate activation of the KECC in accordance with section 7.0.

7.0 KECC ACTIVATION PROCEDURES KECC Duty Officer 7.1 Notifies the KECC Director or an alternate that an emergency condi-tion exists and that KECC activation has been initiated.

8.1 Upon arrival at the KECC completes the Directors Checklist (see attachment 2) to ensure the following actions are completed:

a.

Establishes communications with the Division of Nuclear Power Emergency Center (DNPEC), the Muscle Shoals Emergency Control Center (MSECC), and the site Technical Support Center (TSC).

b.

Designates an individual (s) to act as KECC communicator (s) and to maintain contact with the DNPEC and other support centers as necessary.

c.

Designates a recorder to:

(1) initiate and maintain the KECC logbook of all significant communications and events; and (2) obtain from the DNPEC an update of emergency conditions, a current plant status report, a descriptirn of the initiating event, and a chronological listing of subsequent events and/or corrective actions.

Note: Notebooks with blank KECC log sheets (see attachment 3) are maintained in the KECC.

d.

Designates an individual to maintain a KECC status board, to post initial and periodic status reports, and to brief incoming emergency response team personnel 8.2 Directs KECC personnel and ensures that technical support is pro-vided to the DNPEC, the MSECC, and the site Technical Support Center.

8.4 For " Site Emergency" or " General Emergency" classifications, initi-ates evaluation of potential for release of radioactive materials from the plant containment barriers in accordance with KECC IP-4.

Notifies NEB Radiation Protection section to implement KECC IP-4 and to coordinate related KECC activities.

8.5 Assists the KECC Operations Manager in the development of rotating schedules for staffing of KECC technical support personnel.

8.6 Ensures that information compiled or developed by the KECC staff is

  • recorded on the KECC Information Transmittal Form (Attachment 7) and disseminated via the CRT communication system to other TVA emergency centers as appropriate. Examples of information to be j

disseminated in this manner include:

KECC responses to requests for technical support from other TVA

  • emergency centers, j

Results of Predictive Model calculations (IP-4) including a clear statement of or reference to actual plant conditions and

  • l single failure assumptions, Results of other calculations or studies performed by the KECC
  • Staff related to the performance of safety systems or the consequence of degraded plant conditions, Accident scenarios and sequence of events, Recommended contingency plans, and Recommended corrective actions.

special expertise and analyses and obtaining assistance trom consultants, as needed; and f.

manpower for onsite work as requested by the CECC Director.

9.0 KECC RECOVERY PROCEDURES Once activated, the KECC shall remain operational until the CECC and KECC Directors agree that continued operation is no longer required.

KECC Director 9.1 When satisfied that KECC operations are no longer required, coordi-nates with CECC Director to obtain approval to terminate operations.

9.2 Notifies KECC Operations Manager to initiate recovery procedures.

KECC Operations Manager 9.3 Notifies all emergency response teams prime contacts or their alternates and all other emergency response team technical support contacts.

9.4 Notifies them that KECC operations have been terminated.

Emergency Response Team Prime Contacts and Technical Support Contact 9.5 Notify personnel under their supervision that KECC operations have been terminated.

O KNOXVILLE EMERGENCY CONTROL CENTER INSTRUCTIONS FOR MAINTAINING READINESS 1.0 PURPOSE The purpose of this procedure is to provide a consolidated listing of the actions necessary to maintain the Knoxville Emergency Control Center (KECC), its staff, and related procedures in a state of readiness. This procedure also provides periodic in' ervals for verifying the acceptability of each item.

The intent of this procedure is not to specify new requirements, but to consolidate existing requirements and to clarify the actions required by the KECC staff. All tracking of required KECC actions will be based on this procedure. The instructions specified in section 6.0 include a reference to the source of the existing requirements.

2.0 SCOPE This procedure defines specific organizational responsibilities and periodic review intervals for each of the following:

A.

Training of KECC staff and support personnel.

B.

EN DES review and update of the TVA Radiological Emergency Plan (REP) and Implementing Procedures (IPs).

C.

Review and update of the EN DES portion of the Radiological Emergency Notification Directory (REND).

D.

Review of distribution of all REP, KECC-IPD, and REND manuals within OEDC.

E.

Drills and exercises.

F.

Testing of KECC communications equipment.

G.

Verification of support equipment readiness.

H.

Maintaining Duty Officer assignments.

The NEB Chief Engineer shall designate a Lead Operations Manager fron the list of KECC Operations Manager Alternates. The KECC Lead Operations Manager is responsible for verifying that the requirements of this procedure are carried out-and properly documented. See attachment I for outline of branch responsibilities.

6.0 INSTRUCTIONS 6.1 KECC Staff and Support Personnel Training A.

Training of KECC staff and support personnel is to be conducted on at least an annual basis with EN DES-NEB having the responsibility of preparing lesson plans and conducting training sessions.

B.

Lesson plans for KECC training activities must be approved by NUC PR.

(KECC IP-3, subsection 6.1)

C.

Training attendance rosters and copies of lesson plans must be transmitted to EN DES-MSB for retention. A copy should also be sent to NUC PR for verification of completion of training requirements..Use the standard transmittal memorandum and training attendance-roster supplied in this procedure (attachment 2).

D.

EN DES-TAS shall assign operators to the KECC for the purpose of manning the communications equipment (specifically the CRT and telecopier) (KECC-IPD, IP-1, subsection 8.6).

EN DES-NEB shall provide training on the specific duties required of the TAS-supplied operators on at least an annual basis.

(REP subsection 10.2.2.2) 6.3 Review and Update of KECC Portion of the REND The KECC Lead Operations Manager shall review and update the KECC portion of the REND on a quarterly basis. Changes shall be transmitted to NUC PR.

(REP subsection 10.2.2.3) 6.4 Review of REP, KECC-IPD, and REND Manual Distribution Within OEDC KECC Lead Operations Manager shall review the distribution list (attachment 3) of all persons receiving REP, KECC-IPD and REND manuals on an annual basis and revise as necessary.

(REP subsections 10.1.2.3 and 10.1.5.2) 6.5 Drills and Exercises The KECC Lead Operations Manager shall serve as the EN DES representative on the Scenario Development Committee for coordination of REP Drills and Exercises that involve the KECC. The KECC shall be fully operational and capable of supporting any drills or exercises.

These drills are staged at random intervals as described in subsection 9E2.2.1 of the REP.

6.6 Verification of Communication Equipment Operability The NEB Administrative Officer shall verify communications equipment operability on a weekly basis. This includes all equipment used for voice or printed material contact from any of the other emergency centers.

(e.g., CRT, telephones - all circuits, convener, etc.)

6.7 Verification of Support Equipment Readiness The NEB Administrative Officer shall assure that supplies, described in the KECC Supply Checklist (attachment 4) are available for use in the KECC. He shall also assure that identification tags with the designation " RADIOLOGICAL EMERGENCY TEAM" are available. These items should be checked and replenished on a monthly basis.

6.8 Maintaining Duty Officer Assignments A.

The NEB Administrative Officer is responsible for coordinating and maintaining rotating Duty Officer assignments. _

The NEB Administrative Officer is responsible for maintaining a supply of' batteries for the Mobile Phone pagers.

The KECC Duty Officers are responsible for testing the Mobile Phone pagers when they receive them and at least once daily while they are on duty.
