Dear Administrative Judges:

Pursuant to the duty of full disclosure, enclosed are Volumes I, V and VI documenting results of the Seismic Margin Review performed by Structural Mechanics Associates.

These volumes have previously been sent to the NRC Staff.

At the risk of simplication, I can say that Volumes V and VI show that the DGB and the BWST easily " pass" the seismic margin check.

The entire Seismic Margin Review, when completed, will consist of 10 volumes, as follows:

However, due to the cost of re-production and the sheer volume of the material, Applicant intends to send to the Board and to the service list only those volumes which appear to us to relate to the remedial l

soils measures which have been addressed in the OM proceeding.

These are Volumes I, III, IV, V, VI and X.

(Volume X will include seismic analyses of certain underground utilities).

While the Board's interest in the outcome of the Seismic Margin Review has always been clear, Applicant believes it would be very helpful if at some time in the future the Board would define better just what issues or questions, if any, it would like to hear evidence on in the OL proceeding.

This is not really apparent from the Board's May 5, 1981 Prehearing Conference Order (see p. 11).

Considering the volume of this material, it would be difficult for the S

i Applicant's or the Staff's witnesses to prepare themselves l

to testify knowledgably about every detail without further guidance.

Of course, some volumes of the Seismic Margin Review deal with subjects which are outside the scope of any admitted contention in the consolidated OM:OL proceeding (e.g.,

the reactor containment building, seismic resistance of electrical and mechanical equipment).

Applicant does not intend to provide any evidentiary presentation with respect to Volumes II, VII, VIII and IX.
